ReadGenie Supports Pennsylvania’s Structured Literacy Framework

Pennsylvania now defines evidence-based reading instruction as structured literacy in statute, and by 2027-2028 every school entity must adopt evidence-based curricula and screen every K-3 student three times a year. ReadGenie helps your educators deliver the structured, corrective practice the students those screeners identify will need.

Pennsylvania Committed to Structured Literacy. 2027-2028 Is When It All Arrives at Once.

Across three laws, Pennsylvania built a statewide structured literacy framework: Act 55 of 2022 put structured literacy into teacher preparation, Act 135 of 2024 created the Reading Leadership Council and statewide lists of curricula, interventions, screeners, and professional development, and Act 47 of 2025 made it mandatory. By the start of 2027-2028, every district, charter school, and intermediate unit must adopt evidence-based reading curriculum materials and screen every K-3 student with a universal reading screener three times a year, with reading intervention requirements to match.

Three screening windows a year, statewide, will identify far more students than intervention schedules can absorb. Those students need what Act 135 defines in statute: explicit and systematic instruction in phonemic awareness, the alphabetic principle, decoding, encoding, and fluency, and they need far more practice with it than live intervention time alone can provide. ReadGenie was built for that gap. Your educators choose the skill, ReadGenie generates aligned decoding, spelling, word reading, and decodable passage practice, students practice with corrective feedback, and educators get evidence back before the next session.

Pennsylvania Structured Literacy Alignment at a Glance

How ReadGenie applies it

Pennsylvania defines EBRI in statute as explicit and systematic instruction in phonemic awareness, the alphabetic principle, decoding, encoding, fluency, vocabulary, and comprehension. ReadGenie practice covers the code-based strands of that definition, aligned to the exact pattern the educator taught.

Where ReadGenie Fits, Honestly

ReadGenie is:

Supplemental, skill-aligned independent practice for students receiving Tier 2/3 reading intervention. The educator selects the skill, students practice with corrective feedback, and educators get evidence before the next session.

ReadGenie is not:

A universal reading screener, a core curriculum material, or a replacement for your intervention program or your interventionists. Pennsylvania’s screening and curriculum requirements are met by the tools your school entity selects, informed by PDE’s published resources; ReadGenie sits alongside those choices as practice capacity for the students screening identifies.

How Pennsylvania Schools Fund ReadGenie

Districts, charter schools, and intermediate units typically fund ReadGenie through existing allocations, no competitive application required.

Title I, Part A

Supports supplemental reading practice for struggling readers in schoolwide and targeted assistance programs. ReadGenie adds practice capacity that displaces no existing expenditure.

IDEA Part B and CEIS

Supports students with IEPs working toward reading goals, and the 15 percent CEIS set-aside can serve Tier 2/3 students not yet identified for special education. Student-level usage data supports CEIS tracking and reporting.

State Structured Literacy Rollout

Pennsylvania is funding structured literacy implementation, including professional development provided by PDE at no cost to public schools. Schools can pair those state supports with supplemental practice for the students screening identifies.

Title II-A and Title IV-A

Title II-A can support the sustained educator data-use training that accompanies implementation. Title IV-A can fund licenses under the effective use of technology priority.

Allowability determinations rest with your federal programs office. A vendor-prepared allowable use memo and ESSA Tier 4 evidence statement are available on request.
