ReadGenie Supports Missouri’s Reading Success Plan Requirements

Missouri law requires structured literacy instruction, delivered through systematic, cumulative, explicit, and diagnostic methods, for students at risk of dyslexia, and a Reading Success Plan that stays in place until grade-level competency. ReadGenie helps your educators deliver, document, and sustain that practice.

Missouri Wrote Structured Literacy Into Statute. The Reading Success Plan Is Where Districts Deliver It.

Section 167.645, RSMo requires that students at risk of dyslexia receive evidence-based reading instruction addressing phonology, sound-symbol association, syllable instruction, morphology, syntax, and semantics, through systematic, cumulative, explicit, and diagnostic methods. Every student with a substantial reading deficiency gets a Reading Success Plan that remains in place, updated through progress monitoring, until they reach grade-level competency, with parent updates at least four times a year and a parent-guided home reading plan. If the deficiency persists through third grade, retention must be considered.

A plan that stays open until grade-level competency means the intervention work does not end with a signature. Students need sustained, high-volume corrective practice, and educators need ongoing evidence for the plan file and the quarterly parent updates. ReadGenie was built for that gap. Your educators choose the skill, ReadGenie generates aligned decoding, spelling, word reading, and decodable passage practice, students practice with corrective feedback, and educators get evidence back before the next session and for the Reading Success Plan.

Where ReadGenie Fits, Honestly

ReadGenie is:

Supplemental, skill-aligned independent practice for students receiving Tier 2/3 reading intervention. The educator selects the skill, students practice with corrective feedback, and educators get evidence before the next session.

ReadGenie is not:

A foundational reading assessment, a dyslexia screener, a Tier 1 core curriculum, or a replacement for your intervention program or your interventionists. Missouri’s assessment and screening requirements are met by the state-approved instruments your district selects; ReadGenie sits alongside those choices as practice capacity for the students they identify.

How Missouri Districts Fund ReadGenie

Districts typically fund ReadGenie through existing allocations, no competitive application required.

Title I, Part A

Supports supplemental reading practice for struggling readers in schoolwide and targeted assistance programs. ReadGenie adds practice capacity that displaces no existing expenditure.

IDEA Part B and CEIS

Supports students with IEPs working toward reading goals, and the 15 percent CEIS set-aside can serve Tier 2/3 students not yet identified for special education. Student-level usage data supports CEIS tracking and reporting.

State Literacy Investments

Missouri is investing in evidence-based reading through SB 681, SB 68, and the Read, Lead, Exceed initiative, including statewide professional learning. Districts can pair those investments with supplemental practice for students on Reading Success Plans.

Title II-A and Title IV-A

Title II-A can support the sustained educator data-use training that accompanies implementation. Title IV-A can fund licenses under the effective use of technology priority.

Allowability determinations rest with your district’s federal programs office and DESE guidance. A vendor-prepared allowable use memo and ESSA Tier 4 evidence statement are available on request.
