ReadGenie Supports Delaware’s Universal Screening and Intervention Requirements
Delaware screens every K-3 student three times a year and publicly reports which intervention approaches schools use and how many students receive dyslexia-specific intervention. ReadGenie helps your educators deliver, and document, the structured practice those students need.
Delaware Screens Three Times a Year and Reports What Happens Next. Practice Capacity Is What Fills the Gap.
Under HB 304, every Delaware K-3 student is screened for potential reading deficiencies, including dyslexia, three times each year, with results shared with families. Districts and charter schools then report publicly which intervention approaches they use and how many students receive dyslexia-specific interventions. By 2027-2028, SB 4 requires every district and charter school to teach K-3 reading with an evidence-based curriculum.
Three screening windows a year means students who need help are identified quickly and repeatedly. The operational question is capacity: struggling readers need far more corrective practice than intervention blocks alone can provide, and schools need evidence of what that intervention looked like. ReadGenie was built for that gap. Your educators choose the skill, ReadGenie generates aligned decoding, spelling, word reading, and decodable passage practice, students practice with corrective feedback, and educators get evidence back before the next session and for reporting.

Where ReadGenie Fits, Honestly
ReadGenie is:
Supplemental, skill-aligned independent practice for students receiving Tier 2/3 reading intervention. The educator selects the skill, students practice with corrective feedback, and educators get evidence before the next session.
ReadGenie is not:
A universal screener, a K-3 core curriculum, or a replacement for your intervention program or your interventionists. Delaware’s screening requirements are met by the instruments your district or charter school selects under DDOE guidance, and curriculum requirements by the evidence-based program you adopt under SB 4; ReadGenie sits alongside those choices as practice capacity for the students screening identifies.
How Delaware Schools Fund ReadGenie
Districts and charter schools typically fund ReadGenie through existing allocations, no competitive application required.
Title I, Part A
Supports supplemental reading practice for struggling readers in schoolwide and targeted assistance programs. ReadGenie adds practice capacity that displaces no existing expenditure.
IDEA Part B and CEIS
Supports students with IEPs working toward reading goals, and the 15 percent CEIS set-aside can serve Tier 2/3 students not yet identified for special education. Student-level usage data supports CEIS tracking and reporting.
State Literacy Investments
Delaware is investing in evidence-based reading through SB 4 implementation, professional learning, and DDOE early literacy supports. Schools can pair those investments with supplemental practice for the students screening identifies.
Title II-A and Title IV-A
Title II-A can support the sustained educator data-use training that accompanies implementation. Title IV-A can fund licenses under the effective use of technology priority.
Allowability determinations rest with your federal programs office. A vendor-prepared allowable use memo and ESSA Tier 4 evidence statement are available on request.
